The City of Thousand Oaks is seeking a financial services consultant for a city hall plaza project in Ventura County, California. The public-private partnership (P3) will work with city partners to provide strategic and economic analysis and help navigate the project’s financial landscape.
Thousand Oaks is in the beginning stages of a Campus Master Plan (CMP) project set to renovate downtown’s core. The project, which has been allocated $35 million from the city, will utilize P3 partners to support the development of city-owned property, including the construction of a new City Hall, private structures within the Westside parcel and adaptive reuse of existing City Hall portions for retail, office and restaurant purposes.

Located at 2100 East Thousand Oaks Boulevard, the Thousand Oaks Civic Arts Plaza (CAP) currently houses several pieces of the city’s downtown core, including City Hall, two performing arts theatres, small tenant spaces and various public meeting rooms.
The proposed plan will further the city’s established vision for downtown by transforming this existing CAP space into an active pedestrian-friendly area. Outlined in the city’s recently-adopted Downtown Core Master Plan, Thousand Oaks intends to improve the 30-year-old CAP with new sidewalks, entertainment and lifestyle choices, shopping and restaurant locations, convenient parking and attractive, comfortable pedestrian-oriented environments.
Financial Consulting Service proposals for Thousand Oaks’ CMP must be submitted by Oct. 10.
The city’s evaluation process will have several criteria, including but not limited to project understanding and approach, qualifications, past experiences with the city and reasonableness of time schedule and hours. After an evaluation period, the City Council will select a consultant and execute the contract on Dec. 3.
Additionally, applicants applying for this partnership must have a valid City of Thousand Oaks business license, include tasks and services required to complete the scope of work in the application and must be prepared to begin work on Dec. 9.
To be noted, Thousand Oaks anticipates increasing the project’s funding allocation to $40 million by the end of the year, however this is an estimate.
In addition to the City Council announcing this request for qualification for financial consulting services, Thousand Oaks plans to issue a request for proposal for Architectural Engineering Services soon.
