GSA’s expanded OASIS+ program offers opportunities for small businesses

The federal government is advancing efforts to consolidate service-related procurement through centralized programs and expand opportunities for small businesses. 

The General Services Administration (GSA) opened an expanded iteration of the One Acquisition Solution for Integrated Services Plus (OASIS+) program earlier this year, accepting six solicitations for businesses and indefinitely extending program deadlines. OASIS+, now entering Phase 2, targets a wide variety of small businesses nationwide and aligns with federal efforts to streamline procurement and reduce costs on taxpayers. 

OASIS+ is a suite of indefinite delivery, indefinite quantity (IDIQ) contracts — a master contract structure where agencies complete specific requirements through task orders. The master contract has a five-year base period with one five-year option, allowing ordering for as long as 10 years. Contracts are available to eligible entities, including a Total Small Business, 8(a) small business, women-owned business, HUBZone small business, service-disabled veteran-owned small business and Unrestricted businesses. 

In January 2026, GSA advanced OASIS+ into an open enrollment period with no formal deadline for applications, shifting from the program traditional model and expanding opportunities for government contractors, vendors and businesses. Program officials have also introduced draft scorecards to provide insight on evaluation criteria and additional program details for qualified businesses. In Phase 2, eligible small businesses may submit proposals for several service domains in addition to eight existing domains. These include: 

  • Business Administration  
  • Financial Services 
  • Human Capital 
  • Marketing and Public Relations 
  • Social Services 

The GSA is encouraging eligible entities to submit proposals that can support the goods or services offered and utilized by federal agencies and partners. 

The renewed OASIS+ also arrives at a time when governmentwide policy is pushing agencies toward greater use of centralized contracts. The White House’s Executive Order 14240 directs agencies and GSA to consolidate procurement of common goods and services through GSA where permitted by law. Additional shifts to the GSA’s OneGov program present potential governmentwide changes for businesses of all sizes to watch.
