The Massachusetts Department of Transportation (MassDOT) will soon reopen the bidding process for a $750 million contract to rehabilitate, operate and maintain a series of service plazas across the state. The company originally contracted for the redevelopment recently backed out, requiring the department to procure a new partner for the plazas.
The final recipient selected during the reprocurement process will be responsible for 18 service plazas across the state. These service plazas, 11 of which are located on the turnpike, provide valuable services for all travelers as they cross the state, offering fuel, food and rest areas. Currently, 14 of the 18 service plazas have leases set to expire at the end of the year.
As part of the rebidding process, MassDOT will negotiate with current leaseholders at each location to secure extensions and mitigate operational disruptions. While they search for a new partner, the department will oversee daily management of the plazas to ensure continuity of services and labor. Each of the state highway districts will be responsible for regularly inspecting and reporting on the conditions of their respective service plazas.
MassDOT will review the contents of the first Request for Proposals (RFP) issued in 2024. The reevaluation will inform the department on how to best incorporate feedback into the upcoming reprocurement process, incorporating revisions to help guide project success over the next few decades.
While redevelopment was originally slated to begin in January 2026, the rebidding process has thrown estimated construction timelines in the air. MassDOT will coordinate with the winning contractor to determine the new schedule. The release window for the new rebidding process has not yet been determined.
