Mizzou board announces private developer partnership opportunity

The University of Missouri (MU) plans to solicit proposals from private developers to build mixed-use projects on its Columbia campus, which officials say could boost revenue and enhance the game-day experience. 

The Board of Curators said the university may pursue either long-term leases or public-private partnerships (P3s) to build and maintain the new facilities. At a news conference, Chair Todd Graves pointed out how these models have helped other campuses add amenities that attract students and visitors. 

Graves emphasized MU will be looking for proposals that deliver both financial return and lasting benefits like better housing, more retail options and improved game-day features while keeping in line with the university’s mission and oversight. Officials say the development would present an opportunity to bring in more revenue from sources other than tuition. 

The key decision-makers include the Board of Curators, which governs MU and oversees system-level strategy and capital projects. The athletics department, university finance officials and legal counsel all will have a say in shaping deal structure, risk allocation and oversight. 

The process is expected to follow a standard procurement path: the university will issue a request for proposals (RFP), review and score submissions and then negotiate contracts with one or more selected developers. Once proposals pass initial evaluation, the university and developer would finalize terms on design, operations, financing and accountability measures. Officials have not yet named any budgetary restraints. 

MU’s 2024 Campus Master Plan establishes three guiding principles to steer future development: 

  • Clarity, consistency and connectivity: improving wayfinding, visibility and internal cohesion so that movement across campus feels intuitive. 
  • Promote community through programming and campus organization: arranging spaces and functions to foster interaction, collaboration and vibrancy. 
  • Build upon legacy while meeting modern needs: respecting historic campus character and open spaces while accommodating growth, sustainability and evolving academic needs. 

These principles give MU and prospective developers a framework. Proposals should enhance campus circulation, strengthen social hubs and fit architecturally with the university’s identity. 

The proposed developments will be judged on how well they align with MU’s master plan principles. Developers will need to demonstrate both financial feasibility and community benefit.
